Regional Meetings (Monday) - Opportunity to network with other teams from your region to discuss a variety of issues related to SWAT tactics and capabilities. Provide feedback to your Regional SOTA Board Representative regarding future conferences and team training needs. Build relationships that could facilitate joint training or mutual aid call outs.

Surviving Armed Encounters: Speaker, Pete Soulis (Soulis Shooting Systems).
Officers/Students will be presented with factual documentation of police related shootings for which this instructor was either directly or indirectly involved in over the past twenty years via power point presentation.  This presentation is intended to provide Officers/Students with a first hand account into what actually occurs in a gunfight

This course has been well received across the nation from veteran officers as well as recruits.  It is a brutal wake up call to the veteran Officer and an eye opening experience to the Police Cadet.

Critical Incident Reviews

East Metro SWAT Incident - Members of East Metro Swat, with the assistance from Ramsey County Swat, were involved in an officer involved shooting while executing a high-risk warrant on an active meth lab on Dec 18, 2008 in the City of Roseville. During the gun battle, two members of East Metro Swat were injured by gunfire. After evacuating the home, a 7 hour standoff ensued where multiple outside agencies were called to assist, including St Paul Swat, St Paul Bomb, Edina Swat and the MN BCA.

Operators utilized teargas, robots and K-9's to help bring a resolution to the standoff. The 36 year old suspect had ultimately taken his own life. The debrief will give an overview of the investigation prior to the execution of the warrant, planning stages, the shooting and standoff. Presenters will also discuss lessons learned and share changes made as a result of this incident.

West St Paul Police Sergeant Brent Nagel

Training will be a presentation and discussion of officer actions surrounding a bank robbery that occurred in 2007. During this incident a West St Paul Police Officer was taken hostage by the suspect in an effort to escape. The presentation will include security video footage of the incident as it unfolded. Actual radio traffic is overlaid with these images to present a real time representation of the events.


Jacksonville, Florida Critical Incident In March of 2008 working off-duty, Jared Reston answered a call involving two shoplifting suspects. While trying to bring the two men into custody, one suspect fired a .45-caliber semiautomatic handgun striking Reston in the jaw. The suspect continued shooting and after striking the Detective Reston multiple times in the chest, Reston was finally able to pull his firearm to defend himself and return fire

Officer Reston has worked for the Jacksonville Sheriff's Office since 2001. During that time, he has been assigned to patrol, task force, and the Gang Unit. He has been an active member of S.W.A.T. since 2004 and is currently assigned as a detective in the Department of Homeland Security/Gang Unit. As the Lead Firearms Instructor for S.W.A.T., Jared has been involved in over three hundred S.W.A.T. missions. During his law enforcement career, he has been in multiple lethal force incidents

Scenario Based Training Trends - ATK Armament Systems. Presenters - Randy Clifton and Johann Boden. New Force on Force marking cartridge, protective equipment and future products will be demonstrated. Scenario based training trends, including shooting statistics. Plus hands on demonstration for the participants to shoot a few rounds each at some Plexiglas targets.

Presenter: Jason Hiveley is a private attorney in Bloomington who is often retained by the League of MN Cities to represent officers and departments.This breakout will focus on entry related issues that SWAT teams need to know. Discussion will include but not be limited to illegal search and seizure complaints, excessive use of force, defense attorney strategies to make officers or teams appear to be unprofessional, liability related to the use tasers on entries.
