Use of Force: Myths and Realities – John
Bostain
This course attempts to separate fact from
fiction regarding frequently held beliefs
about Use of Force. Are officers
required to use minimal force? Does v
violating agency policy cause civil
liability? Do continuums help officers make
better Use of Force decisions? These
questions and more will be answered based on
established case law and objective e
research. Participants also receive tools
that can assist in improving their current
Use of Force programs.
John Bostain is a Senior Instructor for
Use of Force (basic programs) at the
Federal Law Enforcement Training Center (FLETC).
John is an experienced trainer in use of
force, defensive tactics, firearms and
reality based training. John is an
experienced trainer in use of force,

based training. John was previously with
the Hampton Police Division in Virginia
where he served as a uniform patrol officer,
police academy instructor, patrol supervisor
and SWAT team member. He is also an
advisory board member of ILEETA.

Laura Scarry, Attorney at Law
Often, police trainers provide instruction
on the use of force, or search and seizure
without understanding the reasons certain
tactics are lawful or unlawful. This course
familiarizes law enforcement trainers with
ten of the most relevant Supreme Court cases
in simple, easy to understand terms.
Discussion will center on Whren v. United
States, Scott v. Harris, Moore v. Virginia,
Brendlin v. California, Georgia v. Randolph,
Graham v. Connor, Canton v. Harris and more!
Laura L. Scarry is a charter member of
ILEETA and has given presentations at prior
ILEETA conferences. She is a partner in the
law firm of DeAno & Scarry with offices
located in Wheaton & Chicago, IL where the
majority of her practice involves
representing police officers and their
agencies against claims of civil rights
violations in both state and federal
courts. She is also a former police officer
with the Lake Forest, Illinois Police
Department
